Building Momentum from the Waterfront Inward

 

Positioned along the Niagara River and steeped in industrial heritage, North Tonawanda is entering a new phase of transformation—one defined by strategic growth, thoughtful planning, and a renewed sense of place.

Under the leadership of Mayor Austin Tylec, the city is capitalizing on its natural assets while leveraging public-private partnerships to drive investment, expand housing, and reimagine its urban core.

What emerges is a community not simply growing, but evolving with purpose.

A Downtown Reimagined

North Tonawanda’s downtown continues to serve as the city’s nucleus, and over the past 18 months, that core has seen significant reinvestment and renewed energy.

Through New York State’s Downtown Revitalization Initiative, the city has unlocked funding to support both public improvements and private development. One standout project includes a $2 million commercial kitchen expansion paired with new retail and fitness space at a key gateway intersection. Nearby, a $4 million mixed-use infill project on Webster Street will introduce residential units above medical office space, further reinforcing the city’s push toward density and walkability.

Public realm upgrades have complemented this private investment. Sidewalk improvements, streetscape enhancements, and the revitalization of Fleischman Park are helping reshape the downtown experience. The park itself is being transformed into a vibrant gathering space with new seating, landscaping, and a signature clock tower installation.

“We’re very intentional about how people experience our city,” says Tylec. “Every entry point into downtown should feel welcoming and impactful.”

Connecting the Waterfront Vision

While downtown remains the anchor, the broader vision extends outward, particularly toward the Niagara River waterfront and Tonawanda Island.

City officials are focused on linking these areas into a cohesive, expanded downtown footprint. Along River Road, a transformative $30-plus million mixed-use development at 235 River Road is preparing to break ground. The project, featuring more than 80 residential units alongside commercial space, represents a key step in bridging previously disconnected areas.

Equally significant is development momentum on Tonawanda Island. With infrastructure upgrades underway, including a $2.5 million grant-supported expansion of sanitary capacity, the island is poised for large-scale investment. City leaders estimate that full buildout could exceed $500 million in total development value.

“This is one of the most important opportunities we have,” Tylec emphasizes. “Tonawanda Island has the potential to become a regional destination.”

Housing for Every Stage of Life

Housing development across North Tonawanda reflects a deliberate strategy to serve diverse demographics while supporting economic growth.

Downtown and waterfront projects are prioritizing mixed-use density, with market-rate apartments designed to bring more residents into walkable urban spaces. Smaller infill developments are adding incremental housing stock, while larger projects, such as those on Tonawanda Island, are introducing both traditional residential units and short-term rental-style accommodations.

Beyond the core, new subdivisions and condominium-style developments are expanding options for families and homeowners. At the same time, adaptive reuse projects, such as the planned senior housing conversion at DeGraff Hospital, address the needs of aging residents.

“We’re looking at housing in a very holistic way,” city officials note. “From young professionals to retirees, we want people to find a place here.”

Affordability remains part of the equation. Programs aimed at assisting low-income homeowners with repairs and code compliance are helping stabilize neighborhoods and preserve existing housing stock.

Infrastructure: The Foundation for Growth

Behind the visible transformation lies a critical focus on infrastructure.

The city is undertaking more than $20 million in water and wastewater system upgrades, supported by over $12 million in grant funding. These projects, ranging from pipe replacement to flood mitigation and system modernization, are intended to ensure that growth is sustainable.

Additional investments include a $3.25 million infrastructure and streetscape project along Oliver Street, designed to enhance connectivity while addressing underlying drainage and utility needs.

To maximize efficiency, North Tonawanda has restructured its approach to grant funding by adopting a one-stop-shop model that integrates engineering, planning, and grant writing. The results have been significant: more than $11.5 million secured in funding with minimal upfront municipal cost.

“It’s about being strategic,” Tylec explains. “We’re leveraging every opportunity to reduce the burden on taxpayers while still moving projects forward.”

Economic Nodes and Industrial Stability

While downtown redevelopment captures attention, North Tonawanda’s economic base remains diverse and resilient.

Established employers, including manufacturing firms and packaging companies, continue to provide stable, well-paying jobs. Meanwhile, new opportunities are emerging through the redevelopment of legacy industrial sites, such as the former Buffalo Bolt property.

City leaders envision this area as a future high-end business park, one that could catalyze job creation while revitalizing surrounding neighborhoods.

Complementing this industrial base is a growing mix of local businesses and destination-oriented enterprises. The historic Wurlitzer building, once dormant, now houses

Platter’s Chocolate Factory, alongside breweries such as Woodcock Brothers Brewing Company and Fatty Beer Co., as well as event spaces that draw visitors year-round.

Community Energy and Cultural Vitality

North Tonawanda’s growth is not limited to bricks and mortar. It is equally evident in the vibrancy of its community life.

The city’s farmer’s market, operating three days a week year-round, has become a regional attraction and was previously ranked among the best in the nation. Plans are underway to further expand its footprint, including the creation of an indoor incubator space to support small businesses and vendors.

Seasonal events also play a central role. From weekly summer concerts drawing thousands to collaborative festivals with neighboring Tonawanda, including Canal Fest and waterfront celebrations, the city has cultivated a dynamic calendar of activities.

These events serve a broader purpose.

“Our goal is to bring people here and then give them a reason to come back,” city officials say.

Priorities for the Future

Looking ahead to 2026 and beyond, North Tonawanda’s direction is centered on sustaining the momentum already underway. City leadership is focused on continuing waterfront and Tonawanda Island development, expanding housing across multiple typologies, investing in critical infrastructure, addressing neighborhood blight, and supporting ongoing economic growth and job creation.

With hundreds of new residential units in the pipeline and sustained investment across sectors, the city is positioned for continued progress. What distinguishes North Tonawanda is not simply the scale of its ambitions, but the way those ambitions are being pursued through planning, partnerships, and a clear sense of identity.

“We’re growing quickly,” Tylec concludes. “But we’re doing it in a way that reflects who we are—and where we want to go.”
