Under the leadership of Superintendent Scott C. Holcomb, now in his second year with the district and bringing more than three decades of experience in education, Swansea has recently unveiled a new strategic plan shaped by broad community input. Parents, business owners, students, staff, and civic leaders all contributed to a unified vision captured in a succinct but powerful statement: Inspired to learn, empowered to explore, and prepared to thrive.
For Holcomb, that statement reflects a deeper commitment. “We teach the whole child,” he says. “It’s a holistic approach to education. When students feel safe, cared for, and connected, they’re more open to learning.” In a district where some elementary schools enroll fewer than 200 students, that sense of familiarity and warmth is more than rhetoric—it is embedded in daily practice.
Wraparound Services and Whole-Child Support
Swansea’s holistic philosophy is supported by a comprehensive approach to student services and staff well-being. Director of Student Services Sean Scanlon emphasizes the importance of connection as a cornerstone of success. Advisory programs at the junior high and high school levels allow students to build lasting relationships with faculty advisors over multiple years, while a broad range of extracurricular and co-curricular activities ensures that every student can find a meaningful place within the school community.

With an auditorium that seats more than 500 and performances often running multiple showings per production, thousands of community members attend each showing.
The program’s competitive achievements are equally impressive. Swansea’s theater department has advanced to the state championship level more than 24 times and has claimed six state titles. In a field that begins with more than 100 schools statewide, that record is remarkable—particularly for a high school of approximately 500 students.
What distinguishes the program is not just its accolades, but its inclusivity. Students from across the district, including elementary and middle school performers, participate in productions. Beyond those on stage, large numbers of students contribute behind the scenes through technical crews, set design, lighting, and sound. Theater classes are offered during the school day, and alumni frequently return to support productions. In recent years, Swansea graduates have earned scholarships to prestigious collegiate performing arts programs, including acceptance to highly selective institutions such as NYU.

Championship Athletics and Feeder Programs
Swansea’s commitment to excellence extends to athletics. The high school softball program recently completed a three-peat state championship run under Head Coach Shannon Silva, herself a Joseph Case graduate. The team competes in a highly competitive conference and schedules challenging opponents to prepare for tournament play.
Importantly, the success of the program is sustained through strong feeder systems, with youth clinics and community leagues fostering early engagement. High school athletes mentor younger students, reinforcing Swansea’s culture of continuity and mentorship. Excellence in athletics doesn’t stop with Softball as Swansea has many teams that compete at the highest levels and consistently make it to tournament play such as their Volleyball, Baseball, & field hockey, etc.
Technology and Innovation in the Classroom
Swansea operates as a one-to-one district, providing Chromebooks to every student. Beyond access, the district has made meaningful investments in cutting-edge coursework. A robotics program, a design-and-build course incorporating CAD principles and fabrication techniques, and an Advanced Placement cybersecurity class—one of only a limited number offered nationally—demonstrate Swansea’s forward-looking academic strategy.

The high school’s technology department also utilizes 3D printers and hands-on project-based learning, and faculty have been recognized by community organizations for their innovation.
Artificial intelligence is an evolving topic within the district. A committee including school committee members and district leaders is actively developing policies to guide responsible AI use.
Staff have participated in district-wide training sessions, and surveys are being conducted to better understand student engagement with AI tools. While educators explore ways AI can enhance instruction, the district remains focused on preserving authentic student work and critical thinking skills.
Career Pathways and Community Engagement
Swansea is also expanding its career pathway initiatives through grants and partnerships. Funding from the Massachusetts Life Sciences Center has enabled the acquisition of specialized STEM equipment to support advanced science programming and strengthen alignment with Project Lead the Way.
Programs such as “Credit for Life” expose seniors to real-world financial literacy, budgeting, and career planning exercises. Industry tours connect students with local businesses, healthcare providers, and employers to broaden awareness of career options beyond traditional four-year college pathways.

Collaboration with the local Chamber of Commerce and economic development stakeholders ensures the district remains attuned to regional workforce trends. Emerging focus areas include healthcare and renewable energy—particularly relevant in a coastal Massachusetts community where solar and wind power development continues to expand.
Capital Investments and Safety
Recent capital investments have prioritized safety and modernization. With support from state funding, Swansea has upgraded security infrastructure, including expanded camera systems, keyless entry, and AI-supported recognition technologies to enhance campus safety.
The district is also pursuing approval through the Massachusetts School Building Authority to construct a new junior high school, with a proposed $160 million cap. The project aims to modernize facilities, incorporate fabrication lab spaces, and strengthen collaboration between junior high and high school programs through aligned scheduling and shared opportunities.
